This is a high-ownership individual contributor role that sits at the intersection of finance and human resources. You will own end-to-end payroll for a multi-entity, multi-currency, multi-regulatory environment spanning the US, UK, Canada, Singapore, the UAE, and a growing set of Employer of Record (EOR) countries across Europe. You'll also manage contractor payroll and oversee 401(k) and pension administration. About the Role Cohere is seeking a Global Public Policy Manager to lead policy engagement on compute infrastructure, export controls, AI competitiveness, and sovereign AI strategies. Governments increasingly view AI as critical national infrastructure and are investing heavily in compute capacity, energy resources, and domestic AI ecosystems. This role will help position Cohere as a trusted partner in emerging discussions around AI infrastructure, national competitiveness, and sovereign AI deployment. Key Responsibilities Monitor and analyze developments related to AI infrastructure, data centers, energy policy, semiconductor policy, export controls, and national AI strategies. Develop policy positions on sovereign AI, compute access, digital sovereignty, and AI competitiveness. About the Role We are seeking a Technical Program Manager to lead the operating system for Chat capacity and model deployment. You will connect demand forecasting and capacity allocation with model readiness, rollout planning, launch coordination, and post-deployment learning. You will also own mode deployment beyond capacity by working with cross functional teams across research, post-training, inference and product to own mainline model deployment. You will bring structure to constrained-capacity decisions, improve the tooling and mechanisms teams use to prioritize demand, and help new models reach users safely and efficiently. As compute demand accelerates, our ability to rapidly convert infrastructure investments into usable production capacity has become mission critical. The CPU / Storage / PoP / WAN team is responsible for the end-to-end infrastructure layers required to bring compute online: server and cluster activation, storage platforms, Points of Presence (PoPs), backbone connectivity, and global network expansion. We operate across first-party facilities, colocation environments, and strategic cloud partners to ensure OpenAI can scale reliably and quickly. About the Role We are seeking a highly technical Program Manager to lead execution across CPU, Storage, PoP, and WAN infrastructure programs that directly unlock OpenAI’s next generation compute capacity. In this role, you will own complex cross-functional programs spanning compute cluster activation, storage deployment, PoP bring-up, and backbone expansion. You will coordinate hardware readiness, site readiness, network pathing, storage availability, vendor execution, and engineering dependencies required to turn contracted infrastructure into live training and inference capacity.
